Qualified gov’t employees may receive 2024 PBB starting October – DBM

Qualified government employees may start receiving their Performance-Based Bonus (PBB) for Fiscal Year 2024 in October, the Department of Budget and Management (DBM) said Wednesday.

During the Bagong Pilipinas Ngayon program aired over state-run PTV-4, DBM Assistant Secretary Gerald Janda said government agencies are expected to submit their performance reports within the month.

“So, inaasahan po ngayong buwan magkakaroon – magsa-submit na po ang iba’t ibang ahensiya para po sa performance reports nila (We expect that this month, various agencies will begin submitting their performance reports),” he said.

Janda said validating agencies, as well as the technical working group created under Executive Order 61 issued in 2024, will have 60 days to review and assess the submitted documents.

He said the final eligibility assessment will be issued after the validation process and will serve as the basis for agencies in preparing the list of qualified employees entitled to receive the 2024 PBB.

Janda also said the assessment results are expected to be released in September or October, allowing agencies to begin granting the incentive from October until December.

“Para naman po by October until December ay makakapagsimula na po ng pag-grant ng PBB sa mga qualified employees (So that by October until December, the granting of the PBB to qualified employees can begin),” he said.

Janda said the release of the PBB is tied to agencies’ achievement of performance targets, process improvements, responsible fund utilization, and citizen satisfaction in the delivery of public services.

He said the PBB for national government agencies is funded under the 2026 General Appropriations Act (GAA).

“Ang pondo po para sa 2024 PBB iyan sa ating national government agencies ay nasa ating 2026 GAA na po, naglaan po ang ating pamahalaan ng sapat na pondo para po dito para dito sa 2024 PBB (The funds for the 2024 PBB for national government agencies are included in the 2026 GAA),” he said.

He noted that funding for qualified employees of local government units and government-owned or -controlled corporations will come from their approved local funds and corporate operating budgets.

Janda said the release of PBB aims to recognize government employees and agencies that achieve their targets and continue to provide efficient and effective public service.

He added that the government is also reviewing its performance-based incentive system to make the process more streamlined and efficient in the succeeding years.

To qualify, a government agency must earn an overall score of at least 70 points under the scoring system prescribed in the memorandum circular issued on July 3.

Agencies that receive a rating below 4 in any eligibility criterion, however, will face exclusions.
