The Teachers’ Dignity Coalition (TDC) extends its gratitude for your office’s openness to dialogue, as demonstrated during our August 19 meeting with Undersecretary Wilfredo Cabral and Department of Budget and Management (DBM) Secretary Amenah Pangandaman. We particularly appreciate the Department of Education’s (DepEd) assurance that the Medical Allowance will be released to our teachers by the end of August.

We also acknowledge the encouraging result of that dialogue, especially the openness of both DBM and DepEd to explore the cash option for releasing the allowance, which some Schools Division Offices (SDOs) have already implemented successfully.

At this point, however, we find it necessary to reiterate our appeal for the nationwide adoption of the cash release model. The experiences of the SDOs of Vigan City and Romblon prove that this is not only feasible but also practical and responsive to the needs of our teachers. Reports also indicate that Candon City has likewise adopted this model. By contrast, no SDO has been able to implement the HMO arrangement mandated under EO 64, despite eight months of waiting.


With the deadline set by DepEd itself fast approaching, and only four months left in the fiscal year, the Medical Allowance risks becoming another delayed promise rather than a relief for teachers. The bureaucratic and technical requirements of the group availment option have rendered this benefit nearly ineffective in fulfilling its intended purpose—providing immediate support for medical needs.

We therefore appeal to your office to urgently issue clear instructions to all Regional Offices (ROs) and SDOs to allow cash release of the allowance nationwide. This will not only simplify implementation but also restore the intent of the benefit as a meaningful support for teachers’ health and well-being.

Failure to do so would risk rendering one of President Marcos’ supposed tangible accomplishments in his 2024 SONA an empty commitment, leaving teachers frustrated and unsupported.

We trust that under your leadership, DepEd will take decisive steps to ensure the immediate and practical release of this benefit.
