AN ORDINANCE PROVIDING SCHOLARSHIP GRANTS FOR POSTGRADUATE EDUCATION TO QUALIFIED PUBLIC SCHOOL TEACHERS IN PASIG CITY, AND APPROPRIATING FUNDS THEREFOR

WHEREAS, Section 17 of the 1987 Constitution declares that it is a policy of the State to give priority to education, science and technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development;

WHEREAS, pursuant to this policy, in Batas Pambansa Blg. 232, or the Education Act of 1992, the State established an integrated system of education to promote the right of every individual to relevant quality education, regardless of sex, age, creed, socio- economic status, physical and mental conditions, racial or ethnic origin, political or other affiliation;

WHEREAS, many public school teachers in the City of Pasig aspire to pursue postgraduate studies to enhance their professional skills and improve the quality of education they provide;

WHEREAS, a significant number of our teachers face financial constraints that prevent them from affording the costs associated with graduate studies;

WHEREAS, there is a need for the City Government of Pasig to provide a scholarship grant to qualified Public School Teachers in the City of Pasig:

NOW THEREFORE, BE IT ENACTED BY THE SANGGUNIANG PANLUNGSOD OF PASIG CITY, BY VIRTUE OF ITS POWERS IN LAW, IN SESSION DULY ASSEMBLED, THAT:

SECTION 1. Title. This Ordinance shall be known as the "Pasig City Teachers Postgraduate Scholarship Ordinance."

SECTION 2. Declaration of Policy. It is the policy of the City Government of Pasig to promote quality education by supporting the professional growth of public school teachers through access to postgraduate education.
