In his fourth State of the Nation Address (SONA), President Ferdinand R. Marcos Jr. reported that the procurement of new laptops for public school teachers was free from anomalies, following the enactment of Republic Act No. 12009 or the New Government Procurement Act (NGPA).  

The Department of Budget and Management, led by Secretary Amenah F. Pangandaman, actively advocated for this procurement reform as a testament to the PBBM Administration's commitment to championing a more transparent, efficient, and accountable procurement system.

The NGPA was signed into law in July 2024, espousing game-changing measures such as the declaration of beneficial ownership information, adoption of open contracting standards, and digitalization of procurement through the Philippine Government Electronic Procurement System (PhilGEPS).
