Inihayag ni Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman na nakatakda nang isapinal ng Philippine government ang komprehensibong pag-aaral sa posibleng salary adjustment ng government workers sa unang kalahating taon ng 2024.

Layon ng inisyatibang itong, na pinangungunahan ng DBM at ng Governance Commission for GOCCs (GCG), na tiyakin ang isang competitive at equitable compensation package na tumutugma sa commitment ng administrasyon tungo sa isang matibay at future-ready na serbisyo sibil.

“We recognize that the rising cost of the basic commodities and services in the country highlights the need to review the current state of compensation of government employees. It is for this reason that the DBM and the GCG engaged the services of a consultancy firm this year to conduct a Compensation and Benefits Study in the Public Sector with the end in view of setting a competitive, financially sustainable, and equitable compensation package for government personnel,” pahayag ni Secretary Mina Pangandaman. 

“The proposed compensation adjustment should consider not only the inflation rates and cost of living adjustments, but also standard market practices to ensure that working in government remains desirable and comparable to working in the private sector. Further, the additional costs must be within the government’s financial capacity to ensure its long-term viability, which shall be maintained at a realistic level in proportion to the overall expenditure of government,” pagbibigay-diin ni Sec. Mina.

Ayon sa Budget Secretary, tutuklasin ng kasalukuyang isinasagawang Compensation and Benefits Study ang iba’t ibang aspeto ng ng kasalukuyang compensation system, kabilang na ang sweldo, benepisyo, at mga allowance, upang matukoy ang mga bahagi na kailangang paghusayin. Sa pamamagitan ng benchmarking laban sa pribadong sektor at pagsasaalang-alang sa mga epekto ng inflation, hangad ng gobyerno na magtatag ng isang patas at sustainable pay structure na magpapahusay sa kapakanan at productivity ng mga empleyado nito.

Binigyang-diin din ng DBM Secretary na ang ang mga resulta ng pag-aaral ay magsisilbing basehan para magsagawa ng karampatang mga pagbabago sa Total Compensation Framework (TCF) ng civilian government personnel upang matiyak na ito ay patas at nasa tamang panahon ng salary adjustment ng mga government workers.

“Our civil servants are the backbone of our nation, and it’s our priority to provide them with a fair and motivating compensation system. This study marks a crucial step towards a civil service that is not only efficient and productive but also just and rewarding,” dagdag ni Sec. Pangandaman.

“As we anticipate the completion of this pivotal compensation and benefit study, our resolve remains firm: to uphold the dignity of public service by ensuring our civil servants are rewarded in a manner that truly reflects their worth to the nation,” pagbibigay-diin ng Budget Secretary.

Gagamitin ang mga resulta ng pag-aaral upang pinuhin/pahusayin ang kompensasyon ng mga tauhan ng civilian government personnel upang itaguyod ang isang kapaligiran na nagtataguyod ng social justice, integridad, kahusayan, productivity, pananagutan at kahusayan sa civil service habang sinusuportahan ang fiscal prudence.

Ang mga naturang improvement/enhancement ay maaaring nasa anyo ng mga pagtaas ng suweldo, pagsasaayos sa rate ng mga benepisyo at allowance, rationalization ng benepisyo, at/o fine tuning ng kasalukuyang Total Compensation Framework ng gobyerno.

Ang gastos para sa pagpapatupad ng compensation adjustment ay kukunin mula sa mga available appropriations sa ilalim ng FY 2024 General Appropriations at ang mga susunod na taunang paglalaan.
