SUBJECT : ADVISORY ON THE RELEASE OF FY 2025 SERVICE RECOGNITION INCENTIVE (SRI)

1.0 This refers to Administrative Order (AO) No. 40 dated December 11, 2025, titled “Authorizing the Grant of Service Recognition Incentive to Government Employees for Fiscal Year 2025”, and DBM Budget Circular No. 2025-3, dated December 15, 2025, titled “Guidelines on the Grant of Service Recognition Incentive to Government Employees for FY 2025”, which authorize and provide guidelines on the grant of a one-time Service Recognition Incentive (SRI) at a uniform rate not exceeding Php20,000.00 for each qualified government employee.
2.0 Please be informed that the Department of Education (DepEd) shall grant a Service Recognition Incentive (SRI) in the amount of Twenty Thousand Pesos (Php20,000.00) per eligible employee, subject to the conditions governing the grant of the SRI as provided under Section 2 of the said AO.
3.0 In relation thereto, the following reminders are hereby issued regarding the release and payment of the SRI:
3.1 The DepEd Central Office shall download funds to the Regional Offices through the issuance of a Sub-Allotment Release Order (Sub-ARO) computed at Fourteen Thousand Five Hundred Pesos (Php14,500.00) only per eligible personnel. The remaining balance shall be downloaded upon approval of the request for modification of allotments submitted to the Department of Budget and Management (DBM), pursuant to Section 4 of the said AO, to complete the Php20,000.00 SRI;
3.2 DepEd Operating Units with available cash allocation may start paying the SRI up to Php14,500.00 only;
3.3 For DepEd Operating Units without available cash allocation but maintaining MDS Sub-Accounts with the Land Bank of the Philippines, the DepEd Central Office will transfer cash through a Notice of Transfer of Allocation (NTA) computed at Ten Thousand Pesos (Php10,000.00) only per eligible personnel;
3.4 DepEd OUs maintaining their MDS Sub-Accounts with other Government Servicing Banks (GSBs) shall coordinate with their respective DBM Regional Offices, as the Department has already requested the issuance of the Notices of Cash Allocation (NCAs); and
3.5 The SRI shall be credited to the respective ATM payroll accounts of the eligible employees.
4.0 Once the request for modification of allotments has been approved and the corresponding Special Allotment Release Order (SARO) has been released by the DBM, the DepEd Central Office shall download the remaining amount of the SRI necessary to complete the uniform rate of Php20,000.00 per eligible employee. The concerned offices are hereby enjoined to obligate the allotment strictly within the validity period of the Personnel Services (PS) appropriations, which is until December 31, 2025. Any amount not paid within the said period shall be considered due and demandable accounts payable (AP), in accordance with existing budgeting, accounting, and auditing rules and regulations.
