URGENT ADVISORY: Albay Braces for Severe Weather—Classes Suspended as LPA and Shearline Approach

The threat of heavy rainfall and potential flooding is immediate. As of this morning, November 23, 2025, the Albay Provincial Government, through the PDRRMC-APSEMO, has issued critical directives in response to a PAGASA weather advisory. With 50-100 mm of rain expected from the combined effects of a Low-Pressure Area (LPA) and a Shearline, the risks of lahar flow, landslides, and river swelling are dangerously high. We break down the official mandates, including the suspension of classes tomorrow, and what every resident needs to do right now to stay safe.

📜 Weather Advisory Text

Based on the Weather Advisory No. 14 issued by PAGASA on November 23, 2025 at 11:00 AM and due to the anticipated effects of LOW-PRESSURE AREA (LPA) and interaction of monsoonal rains phenomenon and SHEARLINE forecasted to bring heavy rainfall that could reach 50-100 mm in Albay and may significantly increase the risk of flooding, lahar flow, river swelling, and landslides, the Albay PDRRMC-APSEMO hereby issues the following for disaster avoidance and public safety:


1. SUSPENSION OF IN PERSON CLASSES

In person classes are suspended tomorrow, November 24, 2025 until lifted and shifted to alternative learning modality in all levels for both public and private schools.

1. NO CROSSING, RIVER FISHING AND SWIMMING OF SWOLLEN RIVERS

All river crossings (on foot or via vehicle), river fishing and swimming are prohibited until flooding subsides.

2. EVACUATION PREPAREDNESS & MONITORING

All city/municipal and barangay DRRMCs are advised to be in PREPAREDNESS and MONITORING STATUS in their respective areas particularly those exposed to flood, lahar, flashflood and landslide and take the appropriate and timely counter measure and execute localized evacuation as needed.

All are directed to stay on heightened alert, coordinate closely, and mobilize resources as needed.

3. PUBLIC SAFETY REMINDERS

Avoid unnecessary travel, especially in flood-prone roads or near riverbanks and to remain alert and standby for official updates and further advisories from PAGASA and local authorities.
